INTRODUCING "FRIENDS OF THE BREAKERS"
Friends of the Breakers is a grassroots group of neighbors that feels we are in dire need of a new direction. Who are we? We're the ones you see soaking in the Southern California sunshine poolside, walking our dogs through the complex, making a snack trek to Trader Joes or riding E-bikes to the harbor. Some have lived here less than a year, others almost since day one. We've come together to endorse a forward-thinking team of HOA Board Candidates that boldly decided to move from informed homeowners to active leadership members
>> It's OK to Say It...This Isn't Working
A determined 111 homeowners signed the Recall Petition. Now we need you to follow through and VOTE. Let’s be clear—this isn’t personal. Many Board members—past and present—have been part of this community for decades. They’re our neighbors. Our friends. We salute the effort and endless hours invested to keep things running day-to-day. No one questions the commitment. What we do question is the results and —far more importantly—the direction moving forward.
We're encouraging you to vote for the Team of Barb Brown, Monica Olmos, Dennis McIntyre and Kim Savage. Homeowners can also pick one of two current Board members—Brad Novak or Jane Joyce. Each candidate is an independent thinker so we can't promise unity. However, having voting control is key (Just being honestly transparent!) so we can raise the level of transparency, implement cost controls, negotiate more homeowner-favored contracts and move in a new direction.

With over 32 years of professional experience spanning legal, psychological, and business fields, Barb will bring strong problem- solving skills and a well rounded perspective to the Board. Nothing is more valuable when facing a challenge like this than the wisdom of experience.
Barb has served on multiple HOA Boards giving her a thorough understanding of community governance from the inside out. She has led reconstruction projects at communities far larger than The Breakers. Consequently, she has witnessed first hand the right and wrong ways to manage a community. A stickler for adherence to HOA bylaws and CCRs, Barb offers a level of legal expertise that will deliver positive results for The Breakers

If you’ve heard about the Recall, you've witnessed Monica Olmos in action. Monica invested the last four months getting out in the neighborhood, tirelessly knocking on doors, answering questions, and rallying support. Frankly, her boots-on-the-ground effort says more about her qualifications than a resume ever could.
A willingness to hear residents, understand concerns, and engage directly is exactly the kind of leadership a well-run Board needs. A people person, Monica is well connected throughout the community and truly has her finger on the pulse of The Breakers. Monica's exceptional financial, management and team building background will bring disciplined, mission-driven thinking to every decision the board will face.

Since 2016 when he joined The Breakers community, Dennis has been a detail-oriented, cost-conscious resident with deep insight gained from attending nearly every monthly HOA meeting. Clearly, Dennis knows the history, the decisions, and the results that have shaped The Breakers over the years.
Dennis always asks the tough questions and presses for clear answers when decisions impact homeowners — never accepting vague assurances. His cost-conscious approach ensures that every dollar spent is scrutinized and every project is evaluated with the homeowners' financial well being in mind.

Elected as HOA Board Treasurer in October 2025, Kim will provide an important bridge between the current and new Boards. Respected as “the other voice” always questioning the status quo, she values differing perspectives and doesn’t simply rubber-stamp decisions.
Kim believes the revitalization project must be guided by competitive bids, research, discussion, oversight, and professional review. With more than 20 years of experience in landscape and residential design, tenant improvements, and construction drawings, she will bring valuable expertise to the new Board. As CEO of a nonprofit supporting families of children with cancer, Kim is deeply committed to service, accountability, and strengthening the community through collaboration.

revilatization what's at stake?
The Breakers is at a $7,000,000+ turning point. All of us have a stake. As we deal with an aging community, today’s decisions will impact our monthly dues, property values, and quality of life for decades to come. Because the Loan / Revitalization Program is on hold pending the recall vote, now is NOT the time for a deep dive into all the pros and cons. More later. Suffice it to say that given this Board's track record, and the problematic bids currently on the table, we need a new direction...and that requires new management.

Why Recall the Entire Board?
From the repiping, to the street pavement, and continuing with the recent tree replacement fiasco, major projects have not run smoothly. Additionally, Homeowner Forums are often combative and input is generally ignored. On the Revitalization, we have deal-breaker concerns about vendor selection, contract management and the HOA Loan. Finally, our Reserves remain critical.
Is it Fair to Recall the Board After Investing So Much Effort?
We acknowledge the effort and salute what it took to get us here. Nevertheless, this isn't about "fairness". It's about a high-dollar investment on the part of every homeowner. What's fair to homeowners is a Board that listens, considers all options, and negotiates aggressively on behalf of the community.
How Does the Recall Work?
Ballots will go out via mail (snail mail, not email) on May 18th. You'll be voting "Yes" or "No" for the Recall. Whether you vote Yes or No, you'll also need to vote for 1 to 5 candidates. Friends of the Breakers is recommending votes for Barb, Monica, Dennis and Kim. Step one was getting an impressive 96 homeowners to sign the Recall Petition. The next step is to VOTE and get your ballot in the mail.

Is the Recall Vote via Secret Ballot With an Independent Inspectors of Election?
How Many Votes Are Required for Recall?
The Association has 180 members, consequently, the quorum requirement for the recall is 90 ballots. Once quorum is reached, we need a majority or 46 votes. If, for example, 120 ballots are cast, 61 votes are needed for recall. If quorum is not reached, the meeting may be adjourned and reconvened pursuant to California law and the Association’s governing documents.

When Is The Special Meeting?
The special meeting is June 23, 2026 at 6:30 PM. Homeowners can attend via ZOOM, or in person at: Seabreeze Management, 1211 Puerta Del Sol, Suite 120, San Clemente, CA 92673. Ballots will be counted during this meeting.
If The Board Is Recalled, will the new Candidates Be Elected Immediately?
Yes. If the Recall passes, the new Board will be seated on June 23rd.
What is the Position of "Friends of the Breakers" on a Special Assessment and HOA Loan?
Because the Loan / Revitalization Program is on hold pending the Recall vote, now is not the time for a deep dive into pros and cons. More later. Suffice it to say that given our reserve levels, rising monthly dues, and the 120-vote threshold to approve a proposed $6.8 million loan, we owe it to ourselves to explore a phased reconstruction. Despite what we've been told/sold, there are always different ways to tackle this challenge. We want to take manageable steps and protect our homeowners financially.
Has the current HOA Board followed the bylaws, CC&Rs, and ARC guidelines?
Not always. Again, oftentimes it appears we operate under a unilateral decision making process
How Will Communication Change?
On an HOA Board "Transparency" isn’t just about sharing information—it’s about making sure homeowners are presented a balanced approach with options. A transparent Board explains why decisions are made, and how homeowner's can participate. When transparency is done well, it builds trust and reduces conflict. When it’s lacking, even reasonable decisions can cause doubt. Justified or not, there is a perception among many Breakers homeowners that the current board lacks transparency.
